Pennsylvania Apostolic Prayer Network--PAPN


Mission: Kingdom expansion and alignment for community transformation

The Pennsylvania Apostolic Prayer Network (PAPN) is a statewide network with leadership teams across Pennsylvania, established to lay a foundation of unified prayer and action, connecting like-minded individuals and ministries throughout the state, to take societal concerns to God in prayer. As we do, He is calling us, as representatives of the Keystone State, to unite the hearts of Kingdom leaders, connecting churches and community groups and championing a shift in society toward Kingdom governmental purposes. In this process, apostolic centers and networks are emerging to shepherd transformation at local, state, and national levels and literally around the globe.

PAPN leaders are uniquely charged to be “watchmen” over the purposes of God for Pennsylvania and to bring forth William Penn’s covenantal call that “My God would make it a holy seed of a nation, an example to the nations, for the nations want a precedent, that we would do the thing that is wise and just”. 


Together, we are prayerfully building communities governed by God that live peaceably in brotherly love, modeling kingdom community. In Penn’s words, “The work of apostleship is to turn people from darkness to light, and from the power of Satan unto God,” Our apostolic work across the state is to “build my city and set captives free”, as God spoke to Penn when he commissioned him with His “seal of divinity.” Depending on God’s plans and purposes, that will look different from one county or region to another, but might include:

  • Brotherly love, as a culture of honor and blessing, established in families, churches, and communities.

  • The power and presence of God in the form of signs, wonders and miracles.

  • A government aligned with Biblical principles.

  • Standards of righteousness and justice raised throughout the region as the church exposes and confronts issues of exploitation, persecution, and oppression.

  • Measured improvement in spiritual/moral climate and reduced violence.

  • Racial and denominational reconciliation, as root issues of hatred and division are identified, repented of and displaced by the truth of God.

  • Increased prosperity as systemic poverty is eliminated. 

  • Economic recovery for individuals/businesses/government.

  • Children and youth, more engaged in discovering their destiny, getting an education, serving the community.

These examples emphasize that the mission of PAPN, is not in the process itself, but in the very specific transformation outcomes we are working toward in all we do. They represent Penn’s vision come to life.

PAPN has extraordinary support and success in its covenantal alignment and influence as part of the prayer, action and networking outreaches of the following national and international leadership networks. 

Heartland Apostolic Prayer Network (HAPN), directed by Dr. John Benefiel, provides apostolic leadership within 50 states and 100 plus nations for the purpose of aligning the heart of America, its leaders, and the nations with the heart of God. Its mandate is to establish Kingdom influence on the seven mountains of culture (Isaiah 2: 2) - religion, family, education, government, media, arts and entertainment and business - in America and the nations, through prayer and strategic initiatives. HAPN also sponsors the GAPN: Global Apostolic Prayer Network, through Abby Abildness's leadership, with the purpose of spreading the DNA of Pennsylvania's “holy seed” governance to the nations.

Reformation Prayer Network and Generals International, founded by Mike and Cindy Jacobs, is a prayer movement for igniting a holy reformation in every sphere of society.  To accomplish this, RPN is building a network in all 50 states of the United States for each of the seven mountains, and also among local churches, children, youth, and intercessory worshipers. Internationally, they are uniting coordinators from various people and language groups.


Glory of Zion International Ministries, founded by Chuck Pierce, is a "One New Man" ministry that connects people of all nations, backgrounds, races and walks of life so that we may worship together as one. Ultimately, this is a reflection of God's original intent: the joining of Jew and Gentle together (Eph. 2: 15). We desire to support apostolic-prophetic leadership in mobilizing a Kingdom remnant in their cities and nations. We also long to see Apostolic Centers established from nation to nation.

By joining efforts with these international networks, the PAPN is strategically positioned for a wide impact, exercising our spiritual authority in unified efforts to bring forth Kingdom purposes.

PAPN State Leader, Abby Abildness, Director of Healing Tree International, Harrisburg, PA  -  Drawing on her wide-ranging experience in facilitating personal and cultural transformation on a global level, Abby provides strategic direction to leaders across the state, overseeing the PAPN through weekly conference calls and  training opportunities.  Prayer initiatives and teaching support trickle down from the national level, to the state level, and then to the local levels.  


Abby also leads weekly Commonwealth Prayers in the Harrisburg State Capitol, as a Faith Impact Group model of Strategic leaders from the legislature, business community, and pastoral/ministry leaders. The capitol serves as a legislative hub for county leaders to join and replicate with  their county government leaders. Tribunal Decrees have authority for the Ekklesia to realign legislation  in the spirit realm to bring a divine shift. 

PAPN Regional Leaders  -  Abby oversees our state’s five geographic regions: Northeastern Region led by Pamela Delinger and Pastor Bob Walls; Southeastern Region, led by Martha Dean; Central Region, led by Sheri Shoemaker, Northwest Region led by Robin Palmer and Southwest led by Marcia Rhoades.   New County Leaders can be in contact with the Regional Leaders to fill any vacancies in counties in their regions.

PAPN County Leaders  There are County Leaders for two thirds of the counties across the Commonwealth, and an expectation that all 67 counties will have PAPN leaders in the near future.  Activities of these leaders may vary depending both on how God is moving in their county and what needs to be done to align with that move.  They might include:


Tier One: Providing a Prayer Covering that Achieves the County Vision and Maintains the Integrity of the Glory Dome over Pennsylvania

  1. Serving as watchmen, discerning God’s “redemptive gifts” and purposes for their county that contribute to Pennsylvania being a Holy Example to the nations, as well as identifying the strongholds of the enemy that have stood in the way of achieving God’s purposes.

  2. Writing a vision statement that pictures what their transformed county will “look like” and inspires transformational prayer. 

  3. Conducting prayer initiatives to remove strongholds that prevent the manifestation of these gifts and fulfillment of God’s purposes, in consultation with PAPN’s spiritual mapper, Karen Phillips.

  4. Protecting and supporting the apostolic assignments of PAPN’s State Leader, Abby Abildness, through prayer.

  5. Facilitating prayer and action in coordination with regional, state, and national networks with which we are connected. 

  6. Developing a team that will meet regularly to advise the County Leader and serve as a prayer shield for the county, team initiatives and team members.   

  7. Providing information and training to the prayer/advisory team to strengthen their discernment and effectiveness as watchmen over the county.

  8. Staying connected with PAPN by participating in Tuesday morning Zoom calls, training opportunities, regional and state meetings.  

  9. Hosting traveling speakers and ministries who are serving as resources to the community.


Tier Two: Encourage Development of and/or Network with Transformation-minded Prayer Teams Across the County/Region to Strengthen the Effectiveness of Our Assignment


As the understanding of apostolic leadership has shifted from planting churches, to the transformation of cities and nations, the Ekklesia are charged to “live an apostolic lifestyle” that brings the presence and power of God to bear as an expression of the Kingdom, of Heaven come to earth within our spheres of influence. As County Leaders, that might include:


  1. Sharing the vision of a transformed county beyond the PAPN prayer team, developing cohort relationships with transformation-minded regional leaders of the seven mountains of culture. This could include hosting prayer gatherings, sponsoring training events, supporting on-going intercession for local government, business, healthcare and church community service, or participating in community transformation initiatives.

  2. Sponsoring Faith in Action teams including government leaders, business leaders and pastoral/ministry leaders to support Kingdom legislative agendas.

  3. Setting up or participating in regularly scheduled on-site prayer in municipal buildings, community centers or businesses, that focuses on regional transformation. 

  4. Working with other local cohort leaders to form an apostolic hub that is a “base” from which all can take action “as one” to further the vision of regional transformation through long and short-term community projects, as well as emergency services.

Abby leads PAPN to also partner with its equivalent in the five Middle Colonies of New York, New Jersey, Maryland, and Delaware (and Pennsylvania) to ignite foundational, kingdom governmental purposes in the hearts of men and regions; and with the 13 Colony Continental Congress.
